Location Description:
We are in beautiful Coastal Virginia in the Hampton Roads area where there’s much to see and do year-round. The weather is beautiful with a climate that truly experiences the four seasons. Joint-Base Langley-Eustis is located on a peninsula, surrounded by the James & York Rivers, as well as the Chesapeake Bay. Division Description:
We support a diverse range of programs for multiple MAJCOMS/locations and provide cradle to grave contract execution and management. We have personnel located at ACC AMIC and operating location Hurlburt Field. Our mission partners include the Government of Canada, AMIC Det-1 (Ottawa), ACC Training Support Squadron (TRSS), ACC/A3, ACC/A589, 53 Electronic Warfare Group (EWG) and the 505th Command and Control Wing (CCW). PKB executes contract actions to include North Warning System (NWS), Air Combat Training System (ACTS), Primary Training Ranges (PTR), Combat Air Forces Contract Air Support (CAF CAS), Aircrew Training and Courseware Development, Guardian Angel Rescue Instructional Training (RITS) and Academic Training and Exercise Support.
Description of Position:
The primary purpose of this position is to serve as Supervisory Branch Chief and Unlimited Contracting Officer (CO) supporting the ACC Training Support Squadron (TRSS) and their expansive portfolio of Aircrew Training and Courseware Development contracts. ACC TRSS consists of 11 geographically separate detachments and a headquarters element. Their priority is to maximize training value and impact.
Position Responsibilities:
- Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work.
- Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
- Develops performance standards. Evaluates work performance of subordinates. Finds ways to improve production or increase the quality of the work directed.
- Gives advice, counsel, or instruction to employees on both work and administrative matters.
- Interviews candidates for positions; recommends appointment, promotion, or reassignment.
- Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager.
- Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases.
- Identifies developmental and training needs of employees, providing or arranging for needed development and training.
- Serves as a business advisor providing advice and guidance, ensuring all business aspects of the acquisition are considered, including risk and incentivization.
- Develops solicitations and contracts ensuring consistency with key supporting documents, ensures appropriate use of required documentation and inclusion of appropriate clauses/provisions/ terms and conditions.
- Reviews requisition packages for adequacy and compliance with administrative, regulatory, and procedural requirements and consistency with current market practices and conditions.
- Serves as clearance authority for actions within designated limits.
- Researches, interprets, analyzes, and applies procurement guidelines, policies, regulations, impacting a cross-section of programs including acquisition category (ACAT) I, IA, and II designated (DoD and AF-level) programs and/or complex operational contracting (AF-level) programs.
- Ensures continuously evolving Acquisition Reform initiatives are reflected in requirements packages, requests for proposals, and evaluation methodology and documentation.
- Responds to Inspector General, FOIA, General Accounting Office, and Congressional inquiries.
- Plans, develops, and establishes the acquisition strategy for the overall program, functions as the lead negotiator throughout the process.
- Establishes milestones for coordination through functional leadership and support organizations/agencies.
- Performs post award functions for complex, high monetary value, long-term acquisitions for major weapons systems, subsystems, equipment, field support, sustainment, and/or related RDT&E involving a variety of contract types, investigation and resolution of contractor delays, contractor performance appraisals, subcontractor surveillance, disposition of claims, and similar matters.
- Negotiates and prepares contract modifications and supporting documents for all contract actions including termination.
- Recommends or issues cure or show cause notices in accordance with delegated authority.
- Determines liquidated or actual damages for nonperformance and/or recommends termination action.
- Analyzes price and cost elements of the proposed change(s) and obtains audits when required.
- Will be required to serve as a contracting officer.
Desired Skills/Expertise:
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- May be required to work comp/overtime.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise; must obtain and maintain the appropriate security clearance.
- The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position (Back to Basics, Contracting, Foundational)
- The employee must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
- In accordance with the Ethics in Government Act, 1978, employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Required to have an unlimited warrant upon hiring and/or develop positive plan to achieve an Air Force unlimited warrant within 12 months of hire. Failure to achieve an unlimited Air Force warrant may be grounds for reassignment or dismissal.
