Management Appraisal of Performance Plan (MAPP); This position is subject to the provisions of the Management Appraisal of Performance Plan (MAPP). Initial salary placement and subsequent salary adjustments will be made in accordance with MAPP guidelines and regulations.
This opportunity is available for current Los Angeles County employees who have successfully finished their initial probationary period and meet the qualifying requirements.
Current employees in unclassified service in the County of Los Angeles who meet the following criteria also qualify to participate in this exam:
- Unclassified employees who have attained permanent County status on a classified position by successful completion of the initial probationary period, with no break in service since leaving the classified service.

DEFINITION:
Has immediate charge of a division of the Department of Beaches and Harbors.
Division Chief assignments are in the following areas:
Administrative Services: Directs departmental administrative functions of budget management, fiscal, employee relations, human resources, accounting, contract administration, payroll, procurement services, information systems, internal audits, parking operations, and Geographic Information Systems (GIS) development.Asset Management: Manages Marina del Rey leases and beach concessions and contracts, including lease administration and property management; assists in the implementation of the Marina del Rey Asset Management Strategy and in County lease extension negotiations and rental renegotiations; and analyzes development proposals.Community Services: Directs the division responsible for: handling film activities in Marina del Rey and at beaches, managing Burton Chace Park, coordinating volunteers, and providing information to the public (i.e., staffing of the Marina del Rey Visitors' Center, responding to constituent correspondence, maintaining the Department's Web Site, and preparing annual reports); serves as media and community liaison; and oversees W.A.T.E.R. (Inner-city youth) program.Operational Services: Directs the division responsible for maintenance of 31 miles of non-contiguous coastline and public Marina del Rey properties and facilities; administers premises maintenance inspection program and private sector contracts for landscape and facility maintenance.Planning: Directs the division responsible for planning issues related to development of beach and harbor facilities; represents the Department on various boards and commissions; conducts and directs liaison with agencies involved in coastal planning; and reviews environmental studies and development proposals from a planning perspective. -

Establishes measurable divisional goals and objectives that align with County and departmental strategic goals in order to effectively guide the division’s efforts towards achieving desired outcomes.

Supervises subordinate managers to ensure that quality customer service is delivered in a timely, accurate, efficient, and effective manner by performing a full range of activities, which include directing and delegating tasks to subordinate managers; monitoring, reviewing, and evaluating staff activities; providing feedback; motivating employees; and being involved in the interviewing, hiring, and performance management process (i.e., training, evaluating, and disciplining employees).

Plans and maintains an effective work flow from inception to completion and post-implementation by coordinating various functions and tasks via relevant internal and external collaborators (e.g., executive team, advocates, other departments, commissioners, community representatives, etc.) and division employees, evaluating the workload and work products, developing and maintaining timelines and achievements, determining priorities, evaluating and implementing new technologically advanced enhancements, and assigning personnel to meet desired outcomes.

Develops and monitors the division’s operating budget by assessing relevant budgetary data, evaluating departmental priorities and division needs, preparing budget and potential alternative solutions, reviewing budget reports, overseeing staff allocation, and monitoring MOUs/contracts and services and supplies expenditures to ensure efficient and effective budget administration in accordance with County Code and fiscal manuals governing budget administration and internal controls.

Directs studies related to a function, program, or service by planning, organizing, directing resources (i.e., personnel and equipment), and coordinating the collection, analysis, and presentation of information to develop an effective solution or recommendation for an operational, fiscal, or policy change.

Directs highly complex or sensitive projects or assignments (i.e., Board mandates or Strategic Plan initiatives) by using the appropriate project management tools (e.g., defining objective, forming the team, designing the plan, monitoring, etc.), following relevant policies and procedures, directing resources (i.e., personnel and equipment), and developing MOUs/contracts as appropriate, to ensure that project outcomes are realized and quality customer service is delivered in a timely, accurate, efficient, and cost effective manner.

Prepares, reviews, and evaluates a variety of documents and data (e.g., correspondence, Board letters/memos, contracts, executive summaries, proposals, etc.) using appropriate hardware, software programs, and technical devices (i.e., email, word processing, spreadsheets) and using plain language and standard English (e.g., grammar, structure, punctuation, usage, etc.) in order to communicate pertinent information to all relevant parties to assist evidence-based decision making.

Builds and maintains partnerships with a variety of internal and external collaborators by communicating orally and in writing, collaborating, and participating in meetings in order to promote and facilitate the department’s mission, vision, and strategic goals.

Advises executive management team and subordinate managers via oral and written communication about matters related to departmental, division and community issues to assist evidence-based decision making.

Represents the department at various external functions or events (e.g., meetings, committees, conferences, public hearings, etc.) by proactively taking the lead to listen and share information, making presentations when requested, and addressing any concerns expressed.

Develops and enhances knowledge and skills by attending training programs, workshops, and classes; related conferences; skill building options (i.e., management rotations); and other educational opportunities to successfully perform divisional responsibilities.

Facilitates a safe work environment and efficient use of space by directing and monitoring compliance with facility and risk management programs and divisional operations to ensure a safe workplace and reduce County liability costs.

MINIMUM REQUIREMENTS:
OPTION 1 - ADMINISTRATIVE SERVICES:
*Graduation from an accredited four-year college -AND- two (2) years' experience in a **management capacity directing such administrative functions as budget preparation and management, fiscal control; accounting; audit compliance; or personnel, including responsibility for the development of procedures, the division's budget preparation and administration, direction of staff and participation in policy planning and implementation. ***One (1) year of experience may be substituted for each year of college.
OPTION 2 - ASSET MANAGEMENT:
*Graduation from an accredited four-year college -AND- two (2) years' experience in a **management capacity managing real property assets, including leasing/subleasing of revenue property, contract/lease negotiations, rental renegotiations and arbitrations, lease/contract compliance, enforcement and audits, revenue collection, or loan approvals, including responsibility for the development of procedures, the division's budget preparation and administration, direction of staff and participation in policy planning and implementation. ***One (1) year of experience may be substituted for each year of college.
OPTION 3 - COMMUNITY AND MARKETING SERVICES:
*Graduation from an accredited four-year college -AND- two (2) years' experience in a **management capacity developing, administering, evaluating and managing community relations programs for a protective, regulatory, governmental or recreation service agency involving dissemination of public information and close liaison with local and state agencies and community groups, including responsibility for the development of procedures, the division's budget preparation and administration, direction of staff and participation in policy planning and implementation. ***One (1) year of experience may be substituted for each year of college.
OPTION 4 - OPERATIONAL SERVICES:
*Graduation from an accredited four-year college -AND- two (2) years' experience in a **management capacity directing a large beach, marina, park and/or landscape maintenance operation, including responsibility for functions such as a premises maintenance inspection program, equipment coordination or emergency services coordination , including responsibility for the development of procedures, the division's budget preparation and administration, direction of staff and participation in policy planning and implementation. ***One (1) year of experience may be substituted for each year of college.
