The Global Substance Abuse Prevention Coordinator manages and oversees the implementation and all aspects of Chevron’s drug and alcohol policies and procedures enterprise-wide. This position requires unique subject matter expertise which is required to support the deployment of Chevron’s drug and alcohol policy across a wide variety of organizations, work settings, countries and cultures.
Because of the range and scope of Chevron’s testing policy, the Global Substance Abuse Prevention Coordinator needs to have unique knowledge and in-depth experience in managing the drug and alcohol program globally for the enterprise. The Coordinator manages all US domestic safety-sensitive and rehabilitation testing programs. In addition, the Global Substance Abuse Prevention Coordinator manages the contract vendor and has oversight for drug testing. The Coordinator provides advice and direction to non-U.S. stakeholders related to drug and alcohol testing services and policies outside the U.S.
The Coordinator works closely with Chevron’s team of internal Employee Assistance and WorkLife Services advisors in the management and coordination of drug and alcohol cases. The Coordinator also provides consultation and guidance to the team of Occupational Health professionals within Chevron’s internal Health and Medical Services team.
The 9/80 flexible work schedule is available in this position located in Houston, TX.
Responsibilities for this position may include but are not limited to:
- Manages and oversees the implementation and all aspects of Chevron’s Drug and Alcohol Policies and Procedures Enterprise-wide.
- Manages and audits Chevron’s U.S. Drug and Alcohol vendor administrator.
- Provides oversight and monitoring of drug collection sites, testing laboratory and medical review officer (MRO) activities throughout the company to ensure compliance with federal and state regulations.
- As the chief subject matter consultant, provides guidance to the Corporate Medical Director, EAP WorkLife Manager and Operating company stakeholders on compliance with evolving state, federal and local regulations involving substance abuse issues.
- Liaises with Chevron’s Employee Assistance and WorkLife Services advisors on substance abuse cases.
- Establishes and maintains a professional relationship with federal, state and local substance agencies to monitor trends in substance abuse regulation and provide timely alerts on pending legislative actions to Health & Medical, Employee Assistance, and Operating Company liaisons.
- When appropriate, confers with Chevron Law Department on legislation that may impact the implementation and/or deployment of drug and alcohol policies.
- Provides consultative services to management and HR business partners on a variety of drug and alcohol issues within the workplace.
- Provides resources, presentations and trainings to Chevron work groups, supervisors and HR business partners on drug and alcohol policies and procedures at Chevron.
- Provides guidance to Chevron’s global business units on drug testing contractors who are working on Chevron sites and coordinates the logistics.
- Consults with management and Human Resources Business Partners on addressing employees with drug and/or alcohol policy violations.
- Supports management through the process of suspending employees from work due to a drug and/or alcohol policy violation and advises decision makers on how to ensure employees possibly impaired, get home safely.
- Maintains high profile recognition among leadership teams and cross functional stakeholders as the subject matter expert for Chevron’s Drug and Alcohol Policies and Procedures.
- Maintains appropriate documentation and data on organizational statistics US and global.
- Provides supervision to staff as well as a mentoring/dotted-line responsibility for any drug and alcohol advisor position(s) across the company. Ensures orientation to, and adherence with all Chevron safety and compliance requirements.
- Develop and implement supervisor training and employee awareness education on drug and alcohol policies; recognizing signs and symptoms; random selection and testing; as mandatory by Department of Transportation (DOT) requirements.
- Advises global business units on establishing Substance Abuse testing services, including, preparing requests for proposals for local vendors, quality assurance monitoring, annual auditing, and reporting.
- As the chief subject matter consultant, provides high level consultative services to global business units and senior management teams that are conducting drug and alcohol testing within the traditions, cultures, and national customs where specific business units operate.
Required Qualifications:
- Experience serving as a qualified Department of Transportation (DOT) – Designated Employer Representative (DER)
- Extensive knowledge of Code of Federal Regulations (CFR) part 40 DOT drug and alcohol regulations
- Fundamental knowledge of the Drug-Free workplace act and non-DOT workplace testing
- Fundamental knowledge of drug testing methodologies
- Bachelor’s degree from an accredited university.
- At least 5 years of related experience working in a corporate environment.
- Exceptional writing and communications skills – must be able to communicate with all levels of the organization and support statements effectively and confidently
- Extensive knowledge of collection procedures
- Extensive experience in privacy practices including HIPAA, medical confidentiality, Fitness For Duty, EAP
- Fundamental content development – should be able to develop content related to drug testing, laws, regulations, substance use, workplace testing, etc.
- Adaptable and agile – must be able to multitask, prioritize; and delegate
- Strong interpersonal skills.
- Demonstrated technological proficiency, including use of the Microsoft suite of products (Outlook, Word, Teams, Excel, etc.).
Preferred Qualifications:
- Experience working with unions and represented employees.
- Experience with FMCSA; USCG; FAA; and PHMSA regulations
- Fundamental audit experience – must be able to audit service agent; participate in regulatory audits.
- Demonstrated ability to work in a diverse, multi-cultural environment.
- Demonstrated ability to work collaboratively with other functions, departments and business units.
- Experience conducting drug and alcohol awareness and prevention training, globally and domestically.
- Knowledge of OSHA, Federal drug and alcohol policies as well as knowledge of drug and alcohol testing devises (e.g., Soberlink).
- Certified DOT collector and Breath alcohol technician
- Substance abuse professional (SAP) certification
- Reasonable suspicion supervisor training
